Optimism, the Layer-2 scaling solution of Ethereum, will update its governance system on August 1 in "season 8" with the goal of increasing decentralization. Changes include: voting from multiple stakeholder groups, publishing the definition of citizens on-chain, and an automated process through proposals.
The new system divides stakeholders into 4 groups: token holders, users, applications, and blockchain, ensuring that all have a voice in governance, rather than just financial parties as before. The two governance "houses" are Token House ( voting by token weight ) and Citizens’ House ( one vote per citizen ) will continue to play a central role.
Optimism stated that the concept of "citizen" is still under experimentation and may change in the future, in order to reduce the risk of a single group controlling the entire decision-making process.
