The international standard ISO 22739 "Blockchain and Distributed Accounting Technology Terminology" defines blockchain as "a distributed ledger formed by sequentially appending consensus-confirmed blocks using cryptographic technology links." The blockchain has the characteristics of data transparency, non-tampering, and traceability. It is expected to solve the trust and security problems in cyberspace, promote the transformation of the Internet from transmitting information to transmitting value, and reconstruct the information industry system.

Blockchain technology is used to establish a distributed trust mechanism to ensure that the data in the system is open, transparent, traceable, and difficult to tamper with. Its technical system involves basic technologies such as distributed networks, databases, and distributed storage. The "Construction Guide" stated that the current blockchain technology is developing rapidly, and it is necessary to accelerate the summary and refinement of technical achievements and iterative optimization with new technical standards, and focus on promoting standards such as blockchain cross-chain communication mechanisms and cross-chain communication message specifications to ensure that different Inter-chain data interconnection. At the same time, security standards such as application service security, system design security, and basic component security need to be actively developed to provide users with reliable and credible blockchain services. The "Construction Guidelines" pointed out that with the rapid development of blockchain technology, blockchain applications will be implemented in multiple places, covering many fields such as product traceability, data circulation, and supply chain management. In order to effectively promote the development of blockchain applications, it is necessary to further strengthen industrial service standards such as testing and evaluation and personnel training, general service standards such as supply chain management, certificate storage, and traceability, and industry application standards such as intelligent manufacturing, e-government, and distributed energy. To meet the needs of industrial development. At the same time, it is necessary to focus on blockchain governance, and the standardization requirements in the development, integration, and management of blockchain systems, and accelerate the development of key standards to ensure the high-quality development of the blockchain industry.

The "Construction Guide" also mentioned that by 2023, the top-level design of the blockchain and distributed accounting technology standard system will be clarified, the overall rules for standard system construction and standard development will be studied, the relationship between standards will be clarified, and the development of basic common standards will be focused. , basically meet the standardization needs of my country's blockchain and distributed accounting technology.
