House Republicans have introduced a spending bill aimed at funding government agencies by Sept. 30, setting the stage for a high-stakes power struggle in Congress.
The move forces Democrats to either support the bill or risk a catastrophic government shutdown on March 15.
The legislation, which is backed by President Donald Trump, is expected to face strong opposition from Democrats. House Speaker Mike Johnson will try to assemble a narrow majority of his party to pass the 99-page bill through the House on Tuesday, possibly without the support of Democrats. However, the bill's fate in the Senate remains uncertain because it needs the support of moderate Democrats to reach the required 60-vote threshold.
Despite the split between the parties, both parties have signaled that they will not allow the government to shut down. If the bill fails, lawmakers may have to take a temporary measure to extend funding while negotiations have been underway since October, when the fiscal year began.
Trump urged Republican lawmakers to support the measure without opposition, arguing that it was necessary to stabilize the country's finances.
"I'm asking you to give us a couple of months, until September, so we can continue to put the country's 'financial house' in order," Trump said in a statement on Truth Social.
The interim bill, drafted in consultation with the White House, would allow the administration to continue its cost-cutting efforts under Elon Musk's controversial Department of Government Efficiency (DOGE). While Democrats have sought to impose restrictions on Musk's budgetary authority, Republicans have resisted such efforts.
The bill proposes modest cuts in discretionary spending through the end of the fiscal year. Trump has signaled that this bill will pave the way for more ambitious fiscal policies, such as $4.5 trillion in tax cuts and $2 trillion in spending cuts over the next decade.
